how do you get infinite ammo in the co-op mode turned it on 1st player has it but 2nd does not

i have a loaded profile fully upgraded guns but still nothing for 2nd player we have been fully through the game twice please help

You only have infinite ammo for the guns you have unlocked infinite ammo for. If your friend has not unlocked infinite ammo for HIS WEAPONS AS WELL, then he will not have infinite ammo. You will. He won't.

But with you having infinite ammo, you guys should have no problem hording enough ammo to get him through the game. Remember, when you get ammo for killing an enemy, they will only spawn ammo for the weapons you are carrying. Barrells and boxes are generally hardcoded (a few are random) with what type of ammo they'll drop. But if you guys are only carrying magnums, rifles, and shotguns, that will be the type of ammo dropped by majini. No handgun ammo, no grenade LAUNCHER ammo. Keep that in mind when selecting weapons.

If you join as a guest, the option whether or not you can use unlimited ammo depends on the one who hosted it. If the one who hosted it hasn't beaten the game yet, then the option to enable unlimited ammo won't be there. (remember you'll only get this option when creating this game once you have beaten this game) and so you won't be able to have unlimited ammo even after you yourself unlocked it too unless you use the gatling gun or bow.
You can both use infinite ammo on split screen in co-op mode, provided that he uses his gamertag/profile, as long as he enables it when creating the game. he doesn't have to unlock it from the special feature, just enable it so you can use your weapon with unlimited ammo. but of course he needs to beat the game once first for this option to be available and he uses the same gamertag he's using for beating it.
