In Afro Samurai Game, how do i get to the hand thats held up by the ropes so i can cut the ropes down?

Mahalo has a good Afro Samurai Walkthrough on this step. There's also two high def videos around this area that might help. Watching them is always easier than trying to explain step by step! :P (I would actually follow the links to watch the videos in HD. The quality is 3x better.)
