You need to disarm the bomb in Megaton. To do that, you need an explosives skill of 30. After you disarm the bomb, speak with the sheriff (or his son if the sheriff is dead) and he will give you the key.

If you choose to blow up Megaton instead, you get an apartment in the Tenpenny Tower. You also need an explosives skill of 30 to blow Megaton up.

However, you can also leave your stuff in any container. It'll be safe as long as the title of the container is written in blue. It will be there when you return.
