You need 3 keys: one from Dave in the Republic of Dave, one from Dukov in Dukov's Place, and one from Ted Strayer in Rivet City.

There's a quest called "Shoot Em in the Head" that you get in The Underworld. The quest asks you to kill a few guys, including these three. Problem is, to complete this quest, you have to turn in the keys. So after you turn in the quest, you'll have to kill the quest giver to get them back.

Or you could forget the quest all together and just go pickpocket the keys from the guys without getting the quest first.
