As soon as he lands on the ground, go Hypermode and start unloading Phazon into him until he's stunned. Then grapple the armor off his body (yes, you can still use grapple while you're in Hypermode) and keep unloading Phazon into him (shoot his snowball attack to get more energy so you can stay in Hypermode longer) as he runs away. Then go out of Hypermode and dodge his attacks until he lands again. Rinse and repeat until dead (he'll go into Hypermode himself and start unleashing an ice stick attack, just keep doing what you're doing.)
