Too bad you deleted all your saves. I would think you'd need to go back only a level or two. There are a lot of bugs in this area. I often find Dogmeat down in those tunnels, even though I left him at home. There are two characters that need to be present, Dr. Li and that old guy(her helper). Are you letting them get into the tunnels first. Look at your quest info and make sure you have completed all the requirements. You will not be able to re-enter this area until the end of the regular game. Did you save at some point before the Enclave arrived? If so, leave this part of the game for a while and go sell something, then return. If you've completed all the side quests, go explore some new locations or just kill some super mutants. As you do that, whatever has caused the bug may reset itself.

fallout 3 gameplay freeze during main quest-Jefferson memorial
I am level 20, having done all side quests 1st. In Jeff. Mem. rotunda, right after Dad suicide and trying to escape w Dr. Li, the gameplay freezes as I try to exit rotunda following Dr. Li. The system is fine, plays other games and movies. I switched game disc with another FO 3 disc, same prob, so its not the disc. My son is level 12 and is past me on the main quest, his game did not freeze...I erased excess saves, erased old game saves, etc. Still freezes. I re-loaded the quest at that point several times; still freezes at the exact same point each time. Never froze any other time. The gameplay stops and even the controller freezes. I have to shut the system down at the console to reboot everything. It restarts fine, not overheated, plays perfect until that rotunda exit point. I am clueless at this point. System is xbox 360

Well, there is a MAJOR problem with that certain quest. Most people get a problem later on, but it's just something you can't avoid. Bethesda also never bothered to fix it, so there are only two fixes: Try to load from a savepoint earlier on, or start a new game. I have had an error with that quest two or three times on different characters and I had to restart. It just happens randomly, and it happens because it uses Oblivion's Havok engine, which, in my opinion, is one of the worst and buggiest engines out there.

I already tried to start at an earlier save point; no matter. It still freezes at the same spot, so I guess restarting from the beginning is the only choice. But what are the chances of it happening again?
