There usually is no reason in GTA to drive normally, unless of course there is ALWAYS a mission you do where you have to drive normally for some reason, usually your tailing someone and you don't want to get too close or you'll scare them off and you don't want to get too far away or you'll lose them, hehe. There are also situations when you are driving somebody around and they want you to keep a steady pace and not to speed. So there will be times depending on the ones you play
