Do the ham radios serve any purpose in Fallout 3?
I always turn them on, but they seem to have no function. Am I missing something?

The ham radios don't serve any real purpose, other than to add to the general atmosphere of the game. For me, it adds to the feeling of isolation when you turn on a radio that probably once had music and now only receives static. And sometimes, you can hear the echo of music or an old broadcast that just makes you experience even more the isolation of the Wasteland.
I found a forum thread that says this: "There's one Ham Radio I know off that's actually active. When somewhere, near a radio tower you can tune in and hear a Ghoul breathing. Once you find the entrance you can find a Glowing One standing over a Ham Radio..." A response goes on to explain that if you activate some radio towers, you can pick up sounds and eventually find the broadcast location if you look. I wasn't aware of that and sounds pretty interesting.
Also, some of the radios broadcast a signal in Morse code. These sometimes lead to a corpse holed up in a bunker sitting beside a radio. Just makes you picture somebody desperately calling for help and dying all alone during the aftermath. Ah, I love this game.

No the ham radios don't do anything in the game...

The radio does give hints at possible places to go in the game world. It also can be used as a guide to what the level of your honor is in the game as the comments made by 3dog will be driven by what you do in the game. Apart from that it's just a neat feature. though it would be better if you could load your own independent play list into the game.

Well, I have played the game thru twice(bout 400 hrs of gameplay) and I have not found a use for the Ham radios.
However, I think there are at least two mini-quests associated with the other transmission towers in the Game. On at least one of the regular tall radio towers you can turn the power on (usually outside) and have some sort of signal picked up by your radio. Often morse code, but I found a radio tower in the Northeast section of the map that broadcasts a call for help from a family with a sick child, hiding somewhere near DC. I have not been able to locate the family. This one is interesting because they give a frequency to use to respond, as if you were able to use a ham radio.
There is also a set of radio/satelite towers around Ft. Constintine(NW map section) that also may have a mini-quest associated.
