I actually wrote that walkthrough...so let me check.

It sounds like you are stuck around step 25. The only locked door I remember is an obstacle. You need to swim through the water to get further into his Grotto. I hope that this helps.
I may also be misreading your point. You can't just walk into his tower. You need to use the secret entrance in his room and fight through the grotto.

can,t figure out the thieves guild mission how do i get the key for fathis arens tower
i got there but the door is locked and i don,t have the key
