Can a U.S. gaming console work on a new European LCD or Plasma TV that has the AV outlets (red,white,yellow) - with a power converter?

I believe that all new LCDs, flatscreens and plasma TVs are considered universal televisions, meaning that they can operate in all parts of the world as long as power converters are used.

Yes, they can. I have a Wii imported from the USA, and it works perfectly on my Sony Bravia LCD. As long as the console is able to work on the right voltage (and most are), you will have no problem. Just keep in mind that you will keep using the US region for everything, like the download shop, local settings, etc.
My Wii uses feet and inches, even though metric system is custom in The Netherlands, where I live.
You might also experience some lag when playing online, as you will probably use the US region servers (depending on console).
The Wii and xbox 360 are also region limited in games you can use. The Playstation 3 doesn't have this problem. you can play games from any region on any PS3, but you can't play an EU region Wii game on a US Wii.

So you're saying that I should get a PS3 over the Xbox360 for its ability to play all-region games? I am in Croatia, so a U.S. PS3 will play EU or Croatian-sold PS3 games as well as U.S. games? I have an XBOX (the old one) and can only play the U.S. games here...of course, I have to plug it into the power converter. But this fact about EU games may swing my decision to get a PS3 instead of the 360.

IN your case, yes, I would choose a PS3, because that allows you to play any game you buy worldwide, either US region, or locally. Both Wii and XBox 360 are region-bound. This is not true for ALL games, but for many. You can check whether gameswill work on the US xbox 360 version via this website:

If you don't want to run the risk of being locked out of any games, the PS3 is the way to go.
Please mind that buying a console abroad has other problems: import futy fees, transport costs, and trouble with warranty.
I personally wouldn't buy a console abroad anyway, because of these reasons.

I think the asker is concerned about the video system - NTSC / PAL /SECAM.
The AV inputs (red, white,yellow) are Analog Composite video and audio inputs and could be PAL (in Croatia). If it's a multisystem tv, it should support all three.

To get the maximum out of a game console I would use a digital video out like DVI or HDMI and you will have no issue with using worldwide.

HDMI is even better since it has both audio and video on single physical interface.
