After this mission I go to the loft and I get Dwane on the phone but when I called he doesn't ask to hang out. What is the problem?

when you call at first i got a answering service,then when i called later in the game he says something about nobody calls when they are at the bottom but do when you are on the top or something like that so what should i do to get him out?
