I'm not sure what history you're asking about. Speed skating has a long history at the Olympics. You can learn a little more by looking at Olympic Speed Skating Men's 500m.
In long track speed skating, the winner is decided based on best time, with racers skating two at a time around a 400m track in individual lanes.
In short track speed skating, the winner is whoever crosses the finish line first, with racers competing with 4 or 5 skaters at the same time. Contact is frequent, as are crashes.
