M$Is it acceptable, yes and no, see above. The optimal answer, of course not.
It was a snarky thing to say in reply to a snarky comment.
Personally I would've handed the guy a ten with a wink and a smile and said, "Here is a tax rebate." Which I am sure some would have considered rude too - I can practicly see the headline "VP Cheapgamer belittles the plight of the working man!"
The trouble about reading this is you can't see the tone of the shopkeeper nor can you hear Biden's tone. Depending on tone of both comments each comment could have been light and kidding or rude. If it is the former no big deal, if it is the later shame on him (insert slap on wrist here)and Biden ows the guy a beer.
Every elected official has had foot in mouth moments, and they should get called on it when it matters BUT 90% of what they get called on is really lame* . . . I can't believe this is newsworthy.

Garyallen, I agree that Biden is just the type who just speaks his mind even when he should keep his mouth closed. It seems like he is always saying something that is mildly embarrassing to the President. Based on his long experience, however, I think he knows when it is time to get serious. I did see him looking very serious standing by Obama's side as Obama was firing McChrystal. Wonder what he said behind closed doors?
