You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

I think the main reason is they are afraid to sell a lower cost machine for fear that it will hurt sales of their higher end (current) lineup.
They are also very concerned with their image and have essentially said that a netbook is not their "style".
Quote from Tim Cook on arstechnica.com:
"Our view is that the products in there are products that are much less powerful than what customers want," Cook said. "We don't think people are gonna be pleased with those types of products. We've watched; we've got some ideas. But some of those products are inferior and don't provide the kind of experience users are happy with."
That said, in the past it seems the more Apple says they won't do something, the more chances are that the product is just about to debut.
So maybe one is on the way!

I just reviewed the quote I posted in this answer and the more I read it, the more it sounds like a carefully crafted segue for Apple into the market.
"Our view is that the products in there are products that are much less powerful than what customers want," translates in Apple language to:
Our products are much better and when we build a net book, it will blow everyone else out of the water.
