All U.S. flags should be flown at half-staff when such a directive is issued by the President, a state's Governor, or the District of Columbia's Mayor.
According to the White House website, President Obama issued a proclamation acknowledging the Ft. Hood tragedy and declaring that all flags flown on government or public property should be displayed at half-staff from November 6th, 2009, until sunset Tuesday (November 11th, 2009).
I personally would recommend that all private citizens follow the appropriate flag regulations when displaying the United States flag, and if I were flying a flag in the past week, I would've flown it at half-staff.

A lot of people in my neighborhood and community have brackets on their homes - most installed shortly after 9/11 - but not too many still use them. I'm guessing my community is not unique, so I was kind of curious whether Ft. Hood - or Veteran's Day, for that matter - prompted some to dust 'em off and put 'em up. (OK, OK, it may have been a gentle prod, too. ;-))
I don't believe in displaying a flag for jingoistic purposes, but I do like to display it to honor or to mourn, and especially on election days!
