Wikipedia's a good place to start for this, as rail enthusiasts tend to be pretty passionate about their subject, so spam and incorrect information tends to be weeded out pretty well.
So there is an existing high speed rail from Boston to Washington, and quite a few planned, ranging from extending the east coast rail to Florida, a hub around Chicago, and two West coast lines, one from Portland to Vancouver, BC and one from San Francisco/Sacremento to San Diego and out to Vegas, baby!

High-speed rail in the United States currently consists of one rail line described by the US Department of Transportation as a high-speed line:1 Amtrak's Acela Express service...
So Amtrak owns the current line.
"On March 22, 2010, Amtrak announced it had created a dedicated department to pursue the development of high-speed rail. The initial focus of the department will be on the Northeast Corridor (Washington–New York–Boston) with an emphasis on increasing frequency and reducing journey times. The department will also examine the feasibility of raising the maximum speed limit in the aforementioned alignment from 240 km/h to 355 km/h. The department will also look at the possibilities of collaboration with other state and private initiatives, such as in California or Florida.20"
So they seem to be getting most involved with the grants as well. Another company could get involved, I would think, but Amtrak is the hundred pound gorilla.

I think it’s insufficient of just naming Amtrak as operator.
