Short answer, yes. The qualifications are 30 years of age; citizen for 9 years, and resident of the state to be represented. She meets all these criteria, and served from 1/3/2007 in the House of Representatives for the 20th district of New York.

While technically qualified, I am surprised that New York state could not come up with someone more impressive. Her credentials and history are rather ordinary and her record is not long either.
