It's become increasingly rare for G- and PG-rated films to even be nominated for Best Picture, let alone win. The last PG film to be nominated was "Good Luck, and Good Night" in 2005, and the last winner was "Driving Miss Daisy" in 1989. The last G-rated nominee was "Babe" in 1995; the last (and only) winner was "Oliver!" in 1968. Animated films have an even poorer record; only 1991's "Beauty and the Beast" has even been nominated for Best Picture.
There will almost certainly be more family-rated films nominated for Best Picture in the future. However, many films which could have been PG-rated are turned into PG-13 films by the addition of a scene or two in the interest of profit, since "family-rated" films are supposedly shunned by certain key filmgoing demographic groups.
