If you are referring to the line from the poem '''Hanging On in There''' by Tony Hillier then the line/term is 'witless hangers-on' and refers to the people who mindlessly follow old Empire rules - old rules of engagement, old rules of tradition and honor. The peacewatchers of the poem are unhappy the US uses Fairford base ( UK soil ) for the bombing of Iraq, which they term an unjust war.
Now, if you weren't referring to that poem, then the term "witless hangers" really just means anyone who blindly follows instructions or opinion without thought.
And if its an object and not a term, then you've lost me :)

The phrase "witless hangers-on" is a derrogatory term used in the popular press to creatively describe those who surround and follow celebrities. It refers to these individuals as having no reasoning capability of their own - they are simply following another, regardless of where he leads. Other terms include posse, tribe, and heads.
