I think it would have been an exciting change to see Paterson Joseph as the new Doctor.
Matt Smith has the potential to come off great deal like David Tennant, which the producers and writers are probably banking on to reel in a whole new generation of Doctor Who fans. He will also appeal to the Tennant fans as well because of his current look.
Will Smith be better than Joseph might have been? We'll never know because the true test of the Doctor is to see him in action and there is no way of judging Paterson's potential.

I am a tiny bit disappointed that Paterson Joseph was not chosen because I loved him in Jekyll. He's also really handsome, and I liked the idea of an African-American Doctor Who. However, I am looking forward to seeing Matt Smith prove himself worthy of the role.

I'd say there is a great chance of the Twelfth Doctor being of a different ethnicity as a change to the Doctor, and probably Patterson Joseph. As well, Patterson Joseph was so heavily advertised in the newspapers, it made him a less likely choice for a Doctor as it wouldn't be a surprise for Doctor Who fans and too much publicity may make people forget that he is actually the Doctor. Not many newspapers and blogs thought Matt Smith was the possible candidate for the Doctor until recently (before the announcement).
I think that the idea of a female Doctor is a good idea, but a risk. I was quite certain that Steven Moffat was not going to take a chance for the Doctor until he is settled in as the producer. I think that the idea has already come up with Donna (DoctorDonna), and as Donna is returning in one of the specials, the continuation of a female Doctor may happen again. I'd say that the idea of a female Doctor, that wouldn't be a risk, is to have a special(s) on a female Doctor, which could make a very big star take the role for one or more episodes.
The idea of John Simm (the Master) becoming the Doctor was a little silly, as it would require a lot of explanation as how the Doctor could become the Master. And anyway, John Simm has said that he may return in a special with Catherine Tate and Bernard Cribbons.
However, I think that the idea of Rose Tyler being the Doctor is possible. Possible

Will Matt Smith be a better Doctor Who than Paterson Joseph would have been?
The BBC just announced that Matt Smith will replace David Tennant in the starring role on ''Doctor Who''. Before the announcement blogs predicted the new star would be Paterson Joseph. Who will/would be the better actor for the role and why?

I can't really say because I'd never heard of Matt Smith prior to him being named the new Doctor Who. However, now that I think about it, it does seem like a wise decision to cast a relatively unknown actor for his role so that he can "make it his own." It will be interesting to see where he takes his new role. That being said, at 26 years old, I hope that his age and boyish good looks don't distract from the role. I am a tiny bit disappointed that Paterson Joseph was not chosen because I loved him in Jekyll. He's also really handsome, and I liked the idea of an African-American Doctor Who. I think the great thing about Doctor Who is that all the Doctors have had there moments. Some are quirky. Some dry. Some just are Doctor Who.(Tom Baker) I rarely think one is better than another just different. I'm exited to see the next incarnation.

if only there were some sort of device, a box perhaps, that would allow us to evaluate alternate casting choices. Call it the "Tennant Actor Replacement Decide If Smith Or Paterson Joseph Is Better" or TARDISOPJIB. Paint it blue and put in some wibbley wobbley timey whimey stuff.

Although Matt Smith looks like a great Doctor, the decision of his role was a safe choice. He looks similar to David Tennant and somehow looks quite querky and may have a good sense of an Eleventh Doctor. I think it would be interesting for Rose to become the doctor, but what about the Doctor's daughter, Jenny? I know there has been some talk and speculation about returning Jenny either to the series, or spinning off her own show.
