Gabriel found out that he was only being allotted 60-90 seconds to perform his nominated song. Not only that, but his song was going to be part of a medley of the other nominated song. Gabriel said in his statement that he didn't feel 60-90 seconds was enough time to represent his song so he withdrew from performing.

He canceled his appearance out of protest. The Oscar people wanted him to only perform 65 seconds of his song, instead of the full thing. He thought that unreasonable, especially with less performers this year, that he's protesting by not doing the performance.
