Why are TV seasons (or "series'") so much shorter in the UK than in the US?

6 episodes seems to be standard in the UK (IT Crowd, The Office, Screenwipe) where 12 is the lowest you tend to see in the US, and up to 24 in a season is commonplace. Is it just budgetary?

Most British programs tend to employ less writers, who are not able to churn out as many episodes as their American counterparts. It also allows talent to work on more than 1 project every year.
