According to Wikipedia, "In 2002, TV Guide named Seinfeld as the greatest television program of all time.[2] A 2006 sitcom industry poll conducted by a UK TV show, voted Seinfeld as the highest rated show in TV history. In 2008, Entertainment Weekly ranked Seinfeld as the 3rd Best Show of 25 years, next to The Sopranos, and The Simpsons."

No laugh track, animated...but pretty much a sitcom anyway. And it debuted in 1989.
I'd also note that "Newsradio" JUST BARELY makes the cut, as it debuted in 1995.
[I would have said "Seinfeld" or "Married with Children" as well, but they've already been posted.]

Seinfeld, of course. This sitcom originally aired from July 5, 1989 – May 14, 1998 and revolutionized sitcoms as a "show about nothing." According to Wikipedia, "In 2002, TV Guide named Seinfeld as the greatest television program of all time.[2] A 2006 sitcom industry poll conducted by a UK TV show, voted Seinfeld as the highest rated show in TV history. In 2008, Entertainment Weekly ranked Seinfeld as the 3rd Best Show of 25 years, next to The Sopranos, and The Simpsons."
