I think this fits your criteria, I love Denis Leary's Rescue Me. You have to watch it from the start though to get the whole story, it's a drama but has it's funny moments as well.

"Fringe" is fantastic!
"Chuck" is highly entertaining.
"Lie to Me" is great; Tim Roth is fantastic, as usual.
Though I loved "Firefly", I wasn't too sure about "Dollhouse" at the start, but after about 5 or 6 episodes, I was hooked.
"The Office" continues to please.
"Flight of the Conchords" understated silliness...with music.

I still enjoy watching "The Simpsons", "Family Guy" and "American Dad".

I'm 27 and still love cartoons, and there are some really creative ones on these days, including "The Fairly Odd Parents", "Spongebob Squarepants", "The Marvelous Misadventures of Flapjack" and "Chowder".

That's about all I can think of at the moment.

Degrassi because the drama makes me laugh. It used to be good, but now I watch it for the laughs.

South Park still has it's moments, like the Jonas Brothers episode with Micky as a giggling hellspawn. That was sweet.

Party Down is way better than anything I have ever seen of The Office.

Fringe is like X-Files on acid, but in a good way ;).

Sure, even The Simpsons, Family Guy and American Dad still make me laugh from time to time, but they aren't getting any better.

Chuck and Reaper are also great shows.

I love "Rescue Me" and "The Real Housewives of NYC". I love RM because it's crazy, realistic, and hysterical. I love RHNYC because I get to see how the other half lives....

The only thing that's still running that would make my all-time favorites list is Doctor Who. It can be quite variable in quality, but it's often brilliant. Like all the best sci-fi, it's full of thought-provoking ideas and powerful drama, and laced with fun and wit.
