A family member of mine had this same issue. They took it down to the local mechanic. They hooked it up to a computer system for cars and reset the computer chip. All the lights cleared.
The reset of the chip cost her around $100.
Sometimes these diags find that you have an electrical problem. You better hope that the chip just needs to be reset. Because electrical problems can be pretty dang expensive, soo much...that most people just deal with it.

Why did the dash panel on my 1999 Dodge Dakota stop working? All the lights are lit up
My 1999 Dodge Dakota Sport v6 was working fine, then next time I turned it on all the lights on the dash panel were lit up. The cruise control light, gas light, parking brake light are all lit.(I dont even have cruise control) Is it some kind of sensor or fuse? Turning the car off and on again does not fix it.
What could be the problem and how do I fix it? If it is a simple fix, what parts would I need and where would they be located on the vehicle?

Unfortunately I'm just getting it repaired today and this was not at all the problem. I need a new instrument cluster and it will cost me $1100. Sad day for me.
