Deleting it from your anti-virus quarantine deletes it completely from your pc.

When you anti-virus program quarantines a file it basically encrypts the file with different code to render it useless instead of removing it altogether. When you delete it from quarantine it removes it completely from your pc. If you wanted to keep the file (remove it from quarantine but keep it because you discover it is not a virus. It was a false positive by your anti-virus program) you would choose the option to restore the file.

It SHOULD delete it from your computer altogether.
It does not put it back into your computer.

when there are lots of adwares and cookies get accumulated in the virus vault then i used to clean it and all get deleted from vault and pc too.but some viruses which harm my pc,i like to keep it in virus vault so that anti virus should have memory of it and put it in virus vault whenever it finds it.
