Dang, that is lame, Its not really a malfunction. After 1,000 charges the batteries usually die. Mine did. Well, it was basically after about 2 years.
It drove me crazy because I did not know what was wrong with it. I had been taught how to take apart laptops and inspect them, and everything inside was fine. Then I remembered when I got the laptop they told me that the batteries that usually come with the laptop only last about 2 1/2 years. So I got a new battery and Yeay it worked again. I see that you say it is only a year old. It could be because of a lot of use. Many people don't realize that laptop batteries only have a service life of about 2-3 years. But in your case, sometimes less, it all basically depends on how much you use it.
Buying a new battery,
You can either buy one from the Toshiba Company, or shop any of the dozens of online battery stores. In many cases, purchasing one of the online ones from a place other than the manufacture is much more better because of the high costs of manufacture products.
Places like batteries.com, Newegg, and http://www.laptopbattery.net/toshiba/ are good places to start your search.
Sometimes it could be the power cord itself, look and check to see if you see any bends, cuts, which could mess up the power connection.
Sometimes you will need to check the cord over and over again, this happened with my Keyboard Piano cord. My cat had punctured a very small hole that had messed up a few of the wires inside, I tired to repair them myself but was not successful, so I just had to buy a new one. I am glad I looked over and over, because I would have been upset if I bought the battery and it still did not work.

P.S. Make sure you unplug the cord before you start snooping around on the cord, there is no need to get shocked.

Oh and I would not recommend opening the laptop, like I have done, I had experience.
Also, if you want to, you can take it in for service, to get it checked out. So they can give you reinsurance you on what you should do.

Unfortunately, I had this same thing happen to me back in 2003 (causing me to swear I'd never buy a laptop again...guess what I'm typing on now?...). In my case, the cause ended up being a power surge. To this day, we don't know how the power surge exactly damaged it. But it also stopped charging or recognizing the charger.
Some things you can try, if you really want to bring it back to life:
Try replacing the charger cord, it may be malfunctioning.
Try replacing the battery, again it could be just a malfunctioning part
....or as a last resort pay through the nose to send it in for service somewhere.
In our case, a brand-new charger and brand-new battery didn't help. Something internal was permanently damaged. And we never sent it in for service because service would've cost nearly the price of a brand-new laptop!
So we ended up removing the hard drive, and selling the unit it as broken on Ebay.
Hopefully you have better luck than we did!

Check the Toshiba site to see which AC cable you need. You can probably get it from them, but you are sure to find it much cheaper somewhere else like Amazon. They will sell AC cables for your model as well as universal chargers. Ex. Dell was charging $65 for a replacement, but we found the identical model on Amazon for $15. Good luck!

My laptop has stopped charging or recognizing the charging of the battery. What could be the reason for this?
I have checked and double checked the wall outlet, it is delivering power. I just noticed a few minutes ago that the power icon was not charging although my laptop was plugged in. This is how it looks while plugged in.

That is good, that is the best thing to do. I wish your laptop well. And am sending my laptop to you through the screen, ...Ouch, ok did not work.... lets try the power from my computer. ... Ouch, it shocked me, just kidding. Sorry I can not be more of a help at this moment in time. Hopefully things get sorted out tomorrow.

As I run out of battery life tonight Im again feeling like I did the smart thing, when I purchased the laptop I also purchased the best insurance policy BestBuy had to offer. I'm reasonably sure now I will be taking this 'puter in for service tommorow.. again. I just had a defective hard drive replace last week, it was covered under the manufacturers warranty. urghhhh.

My sister just had this problem with her laptop. It seems that the powercord wire (the wires inside) just give out from use overtime. You probably need to buy a replacement AC power cable. Check the Toshiba site to see which AC cable you need. You can probably get it from them, but you are sure to find it much cheaper somewhere else like Amazon. My husband had this issue on his Dell 1525 laptop. The problem was actually with the part where the charger plugs in that was defective. We sent the laptop in to Dell and they replaced it, now it works fine. Since your computer is less than a year old, I would assume it's still under warranty. So you should give the manufacturer - or the place where you bought it - a call to see if they can repair it before your warranty expires. http://www.goodexperience.com/broken/i/04/03/BrokenCompaqPower-s.jpg
