"TREASURE: Head into the market. On the right side, there's an alley with a ladder that leads up to the roof of a house. Walk along this until you reach a barricaded path. Look around the ground here for the Emerald (Square)."

Naw it's a different one not labeld on this walkthrough for some reason but I figured it out already. If your looking at the port gate and turn around, directly in front of you is a bunch of tables that form a square with a treasure chest in the middle of. To get it u have to blow up one of the tables with a grenade, the table on the right side. Its a treasure you need to fill up your treasure list
