I think that it really depends on where you are going and what you need. I have found that the best tours are specific to that area. Many tours and travel agencies can be found online through a simple google search. Before handing over any money, I would review their standing with the local Better Business Bureau. If you are familiar with a local reputable travel agency in your own area, it is often a good idea to start with them. You local travel agency may have contacts that they can refer you to.

Which travel agents are best for organize the tour while you are new to that place?
Its a necessary thing to find the best travel agent for that particular area that has to be visited in terms of packaged tours, destination covered area, hotel accommodation.
