I'm not sure if you're looking for a whole vacation anywhere in the world, or an evening on the beach near where you live.

Puerto Vallarta is a great place, and very romantic. There are deserted little islands near there where you can eat by torchlight as the sun goes down.

I haven't been to the particular beach listed by Forbes though.
