It depends on whether you are looking for a particular destination or if you are open to finding a good deal in any number of places. I personally recommend Travelzoo. Recently they had a 13 day trip to Turkey including air from NYC, almost all meals, hotels, transportation between cities etc. for $1299/person.

They have a number of cruise listings and inclusive vacations.

It depends om where you want it but try a local travelling agencey or online.
