Station Casinos offer some decent rates and the rooms are reasonably nice -- except maybe Wild Wild West. Palace is just on the other side of I-15 from teh Strip and is decent enough.
The Coast Casinos offer Sam's Town and Suncoast, both of which are nice but are way off-Strip.
The Sahara is on-strip and was really nice when we stayed there several years ago. They have fantastic rates through the week.
If you want to stay downtown, the only place I would recommend is the Golden Nugget, who also has fantastic rates through the week.
Overall, you can get $40-50/night rates at moderate hotels through the week but, on weekends, you'll be lucky if you get less than $90.

Circus Circus is definitely cheap, but the location is terrible-- all the way on the end of the strip. I would suggest paying a little bit more for a more centrally located hotel.
