I could be possible that the Atlantic Ocean is at fault. If the North Atlantic Drift traveling from the Arctic southward to the Canary Current has shifted slightly north the current would move a slightly cooler temperature of water to the coastline of France. Likely to bring cool winds and rain that would have otherwise headed to more northern locations
