I would suggest Caesar's. It's not too expensive, it's in a great location and there's a ton of stuff going on there: http://dguides.com/atlanticcity/attractions/casinos/caesars.shtml

I can recommend Harrahs. My parents stay there when they go, even if they don't get complimentary rooms and love the atmosphere and everything.
