Yes, more or less. It was the importing and sale of chewing gum which was actually banned. Bringing it into the country was smuggling. However, somewhat like cannabis in some states, you can now use chewing gum for medical purposes. You buy it at a drugstore. This semi-legalization was due to US trade negotiations (don't ask, it's too ridiculous).

But light hearted as all this may be, as a visitor to Singapore be careful! They have stiff fines for all sorts of minor unsocial acts like jaywalking, and as for illegal drugs - the laws are draconian.

On the other hand, prostitution is legal in parts of Singapore and, even more important, there are perfectly legal breweries and brewpubs.

The chewing gum ban in Singapore was enacted in 1992 and revised in 2004. It bans the import and sale of chewing gum in Singapore. Since 2004, only chewing gum of therapeutic value are allowed into Singapore following the United States-Singapore Free Trade Agreement (USS-FTA).

If you read paragraph 2, you will see that the law excepts those approved for medical use, as reported elsewhere and in the other answers.
