As long as you can fulfill the following criteria, you can renew your passport by mail for $75. To be eligible for this your passport must:
-be undamaged and can be submitted with your application
-have been issued when you were age 16 or older
- have been issued within the last 15 years
- have been issued in your current name or you can legally document your name change
Then you can just fill out form DS-82 and mail in a check for $75. If you don't meet these criteria then you have to apply in person and you will be charged an additional $25. If you just need to change your name, however then you have to fill out either a DS-5504 or a DS-82. If your passport is less than a year old you fill out the first form, mail in your old passport and it's free. But it you changed your name more than a year ago then it's $75 just like renewing it.
