Yes, we use Hotwire quite a bit. I would definitely use it for 3 star hotels or better yet 4 star. You will not know where you are staying until you purchase, but it is safe so long as you find a high star hotel. It used to be 'a lot' better in that you could get really nice hotels for a steal. Now they are average on price cuts as everyone is going low dollar.
If you do a little research before you pull the trigger you can generally guess what hotel it is. If for example there is only one hotel in that section of the city with a spa or a restaurant or say; listed as a resort, then it sort of gives it away.
I would just recommend not doing any low star hotels because you are going to wind up some place not so nice and you could have found a very similar price on something like Kayak (link below) or other aggregator.
Another note - we generally can use it for semi major cities or larger. For smaller locations they don't have much to offer.

Yes, many people have used Hotwire to book flights and hotels. I have used it to book a hotel. The one thing about Hotwire is that you do not know what hotel you will be staying it. You'll just know if it's a four star hotel, what amenities, and where the hotel is located. If you book through Hotwire, then you cannot make changes. It's basically for those who know what they want in a hotel, know the general location where they want to stay, yet are not picky about the name or brand of hotel they're staying in.
