I went to the Budva Riviera. It is a very 'touristy' spot, so very crowded, but has lots to do, and a great nightlife (despite the sex industry is right in your face). There is no 'public' transportation, but there are tourist tours/buses/trains that you can attend to take you around. It's unbelievable! - the VIEWS with the small mountains, blue ocean and green shores it is a 'populated' paradise, but the architecture of local buildings and hotels add to the view, and aren't large and 'gaudy' looking (there are no sky scraper hotels or anything like that) Within the town is lots of great buildings, very 'middle eastern'/Morrocan with alleys and sandstones, it takes your breat away.
There is a 10 km hike path to Sveti Stefan that takes you through town past great stores and eateries.
Heads up though, there is clean water issues (so take the necessary precautions and contact the hotel you are going to say at to see what they have available). Accommodations range from €7- €65 a night (We stayed at Hotel Astoria), dependent on location/time of year/etc.
And it's a pretty 'safe' country.

There is over 30 'rock' beaches, and lots of options of trips within the area (so you don't have to only be stuck where you are staying) but some of these places can take 7hrs to get to (and aren't worth it as a day trip).

But words cannot describe how beautiful it is. I recommend this as a vacation spot for ANYONE (but maybe not to Budva, just cause it is such an attraction and one of the busiest tourist areas, but the WHOLE country is fantastic, so it really doesn't matter)
