It's far from a catastrophic situation, you realize. They are prepared for it -- when we woke up one morning and went outside we were greeted with this maze of wooden planks that were laid out that you had to walk along to keep from getting wet. Fun!

This was in 2000. If it's gotten substantially worse since then, your mileage may vary. We had a great time, it's not like we at all felt the trip was ruined because of some water.

My wife and I honeymooned in Venice the first 2 weeks of October. It was "flooded", yes, but really just directly on the Grand Canal. Once you got deeper into the city it was better. And if you had some hip wader boots you were fine, it only went up a foot or two. Never stopped being funny watching little old ladies tramp through the water while all us tourists huddled on dry land like we'd melt if we touched water. It's far from a catastrophic situation, you realize.
