You can get your passport photo at places besides a government agency. Below are some examples of places:

Take a digital photo of the subject with a natural expression, closed mouth and open eyes, capturing the entire head in front of a white background. Then use the Browse button to select the file and press the Next button to continue.
From there you can crop, download, and print your valid passport photos. If you don't want to deal with printing them at home, ePassportPhoto does offer to print and ship the photos to you for a reasonable rate ($5.99). If you do it all yourself, the service is entirely free.

This site is completely free and will guide you through taking your own passport photo. Over 2 million people have used it.
Just make sure that the photo is well lit, that you aren't smiling and that there are no shadows on your face.
Many places (drug stores, wal-mart, grocery stores) have small setups to take passport photos.
Personally, I suggest that you save the $8 - $10 and take it yourself. Just follow the rules above.

AAA has local offices in almost every area. Check out their web site for specific locations ( http://www.aaa.com/ ). While you are there you can also get travel advice, trip maps, area guides and other trip planning assistance if you need it. (I'm not an employee, just listing the services they have)

In my area Sears Portrait Studios does then, same with Blacks (a chain camera store) even a number of large grocery stories that have "photo labs" can do them. In Canada they need to be done by a 3rd party that is registered to do them, you can not do them yourself.

AAA Travel will take passport photos for members and non-members alike. It takes only a minute or two. If you are a member you'll receive discounted pricing. AAA has local offices in almost every area. Check out their web site for specific locations ( http://www.aaa.com/ ).
