"The one that got away" usually refers to a person that you tried to date, or loved but never told them. It refers to an unsuccessful romantic experience, and it can also refer to fishing (when you try to catch a fish, but it manages to get away). I haven't read "The Bean Trees," but fishing or romance should tie in somehow to the chapter.
