Every 911 center I'm aware of requires you to go through the psychological testing, polygraph / voice stress analysis, and a full background check. 911 / Communications Officers are just as much involved in the law enforcement / public safety process as police officers, firefighters, or paramedics.
Also, 911 communication officers get access to state and federal records (NCIC), and abuse of such information access would be devastating.
