But I have also noticed some categories with questions that have been sitting in the queue for over 40 days (eg. food and drink ) without an answer!

I am currently a green belt with a purple tip and have been trying to get points so I can manage a few more pages.
Up to the point where I read your question, I hadn't voted on a single question (that I could remember anyway)
I went out and answered up to my limit. It was quite fun actually.
Unlike asking questions and answering questions, you don't really have to be an expert. You just have to be able to judge a good answer when you see it.
I didn't vote when the question and answer were over my head, but most were easy enough to figure out who was giving the best answer (and what questions really didn't have a good answer)

I think a negative comment should require a post explaining why it was voted down. Like a "refuted fact".
Why just say "that's not a helpful answer"? Tell me what would have made my answer better!
As a green belt you can vote up to 30 times a day. You just have to look at your point total and add 30 points to it. And you'll know you are close when you approach that number. You can always skip over the plumber questions by using the category tab to selected newest, oldest undecided questions.
That's a good question. I just vote until it says "You have used up all your votes." :)

Since we don't have a place to post important reminders like this one, @mathewh, we have to use this area.
There are people who are just starting out here and this might actually help them. So you are right, this isn't a typical Q&A, but it is helpful to some and a reinder to others .
I always vote every day up to my maximum allocation.
I think it's a duty of everyone in Mahalo to do this and what's more I get points for it and enjoy it too.
However....
I dont really see how any of these questions can be helpful
