He can't be itching it some of it is on the very back of his head. It also doesn't look like scratches.

Cradle cap is the common name for condition newborns or young babies develop, which causes redness and scaly patches on the scalp.

Talk with your baby's doctor if the cradle cap is severe or it spreads beyond your baby's scalp. She may suggest an over-the-counter or prescription seborrhea shampoo or, if the scalp is inflamed, a cortisone cream.

and for good measure

If the cradle cap is especially pronounced, or if your baby is over six months old, you could also wash the hair with a seborrhea shampoo, such as those containing selenium, salicylic acid, or tar. These shampoos don’t have the "no tears" factor, so be careful or your child may not like bath time as much as he or she usually does.
If the cradle cap is especially reddened or inflamed, a small amount of over-the-counter cortisone cream may help.

So it sounds like it's more severe than with your first child, but not worth rushing to the doctor. Soft brushing the head and possibly cortisone will help.
Cheers, and yay babies!
