The speech was allegedly made on August 22nd 1939 (one week before the invasion of Poland) to Wehrmacht (Germany Military) commanders at Hitler's s Obersalzberg home.
Louis P. Lochner, an American journalist stationed in Berlin received a document, allegedly a transcript of the speech, which included the quote:
"Wer redet heute noch von der Vernichtung der Armenier?"
in English:
"Who still talks nowadays of the extermination of the Armenians?"
There are questions about the veracity of the document, that Mr Lochner received, as Hitler made two speeches on that day:
- Other sources claim that there was no reference to the Armenian genocide in either of those two speeches.
- The document Mr Lochner received might have been an aggregate of the two speeches.
Without evidence to confirm the authenticity of Lochner's document or other documents describing the speeches on that day, it is unlikely that this quote can every be satisfactorily verified.

Did Hitler really say "Who, after all, speaks to-day of the annihilation of the Armenians?"
According to everything I can find, it's an unresolved issue. http://en.wikipedia.org/wiki/Armenian_quote
It's been disputed, but it doesn't look like there's ever been a serious investigation into the validity of this quote.
