That's a hugely broad concept of war, and going by that, yeah, we've practically been in some form of 'war' including as you said, cold war or on drugs or in Middle East, Vietnam, Korea, etc pretty much straight since the Isolationism era post WWI into the Great Depression. So by your question, since the 30s.
I guess it's all in how you define war- like technically Vietnam was an armed conflict not a war, and the war on drugs and to some extent the cold war were more metaphorical than literal wars. In the metaphorical sense warring against something is essentially the human condition.
(And it's not just the US, pretty much anytime in recorded history you put your finger down someone was fighting with or picking on someone else.)
