In short, he feels the ambition of such important programs drives research that benefits many other corollary science areas and products that are away from the moon program. I don't have a specific written citation for you here, but he made this remark in a lecture on my campus in the fall of 2008, in response to a question from the audience.

M$With the way the economy is in the United States the last thing we need to worry about is someone exploring the moon. Now, I am all for exploration but I would rather see the money spent on the growing population of poor in this country either feeding them or finding them jobs, teaching them new job skills ect or spend it on cleaning up this travisty of a health care program we have in this county. I don't want my family or myself to become homeless because I get sick and have to go to the hospital.
Once these needs are meet, then we can talk about sending someone to the moon.
