From a scientific point of view, this is a tautology. The cosmos is defined as everything in all dimensions, including time. Thus, it has to be all there is, was, or ever will be. If there is, was, or will be something outside of what you consider the cosmos, you will need to revise your perception of the cosmos to include this previously unknown (to you) thing.
