This answer is an educated guess based on looking at Google Earth. I noticed that there are two roads south of Blessing. Both are labeled as Texaco Road. At the junction of these two roads, I noticed a large rectangular shaped area that suggests that something was once there. This area is about halfway between Blessing and Palacios.

What was the latitude and longitude of the Texaco Refinery that was near Blessing, Texas?
It was in operation in the 60's and was located near Blessing Texas.

I can't seem to find indication or an address for the specific refinery that you are referring to, but I would imagine that a building like that should be visible on google maps.
