This really depends on what you are using it for. If TV only and therefore video and not stll pictures, and cost is a factor then Plasma is your best bet. Know that plasma screens are prone to image burn in, that means if an immage remains on the screen to long it will become etched into the screen and eventually this will cause the screen to become next to useless for viewing.
Now if you have more money and you plan to use the screen for multiple purposes, images, video, tv, computer even, then the LCD is a better buy as the burn in is not an issue. What is an issue on the cheap or cheaper brands is the refresh rates of lcd in general it is slower than plasma and so on a cheap set really fast fast moving images can be blurred or trailed images, not overly obvious but still it happens.
My recommendation is dependant on $ and use. For multiple use (as I make of mine) LCD name brand. For lower cost and great tv/video plasma.

Both have excellent picture quality, Plasma I would give a very very slight edge for video as it handles video and image movement speed better. The are both equal for video if you put the money into LCD and get highend HD LCD. The major problem with plasma is the burnin that can occur on a plasma screen, it is why I went LCD, because I do like to display computer images on mine as well. If you are only watching TV and Video the plasma screen is excellent.
